Power level should affect all damage you deal, should you have 100 or less power level than the enemy you will deal no damage to them, and by that, the higher the power level the more damage you will deal.

Iron Banner currently has Power Levels enabled similar to Trials of Osiris. If your guns/gear is low level, you’ll do less damage. This will be changed next season so light level doesn’t matter after today.
