Watchdogs Recommendation

So I want to buy something in Steam since it is in autumn sale and I want to play watch dogs or a gameplay close to gta. I just want to ask if what is the best watch dogs to buy? I am currently picking between wd1, wd2 or wd legion.

PS. Do I need to play WD1 to understand WD2?
