Who can exercise a lien?

Who can exercise a lien? You will only be able to exercise the lien against the owner of the goods or the contracting party if they are authorised by the owner. If not you may have a breach of warranty of authority claim against the contracting party (e.g. see BIFA 2005 Conditions clause 3) but not the contractual right of lien.
